I think a function to use the shop wizard would be a pretty good substitute for the faerie quest thread, it will use some noob account to search for the item needed. In order for it to not be used and abused it should have something like each user can only use that function 5 times a day or so.

Also it can take the place of the Faerie Quest Helper tab on the top, since it doesn't seem like its being used very seriously right now.

The faerie quest helper is scheduled for re-release on the 31st. Ignore the one at the top of the page.

Not mod reports. It's an alert system people can choose different neopet activities like dailies or concert dates, snowager, turmy, etc that they want to be notified of, and the alert system will tell the person when it's available straight away.

I'm assuming it will popup on the screen sort of like a private message does, right? Also from how you explained it if we don't want it then we can remove the option for it to alert us?
