for pedos: they're even a problem in tiny games (it was an omnipresent problem in a niche RPG which only had ~100 concurrent users at that time) - the only thing you can do about it is making sure people actively report them and monitor as much as you can. IP range banning doesn't work in most cases as you'd ban whole countries to get an effective ban, so except calling local authorities there's nothing you can really do as the one running a game :/
