If I ab on campus internet, i wouldnt need a proxy right? I mean there are probably at least 20 other ppl who play neopets on the exact same network....can someone explain this to me please

No. TNT can see that your using campus internet and wont count the other accounts as being yours. Buut. Maybe I give them to much credit.
