California will minimize ping, but a large difference in internet speed of the VPS could put NY ahead of California. Honestly it won't make that much of a difference. I can buy between 500ms and 1500ms by adjusting settings and still miss items. Luck plays a huge part in it because of random restock times and refreshing settings. Unless you absolutely can't get your buy times lower by changing OCR/haggle wait it's not worth buying a VPS.
