if somebody tells you they're gonna buy something from you and makes a deal with you but stops talking to you before you even start trading (doesn't even say he/she is not interested anymore) then do i have to rate him/her for backing out on a trade?

Ask them again, and if they don't respond give neg feedback. If they respond don't give neg feedback because things do happen sometimes :o

*Make sure that they have read it AND did not respond. You can tell when they last read at the top left of the PM.
