Let me make one thing clear, I personally see nothing wrong with buying UCs. (I've bought 2-3 of them myself).
The problem is when you purchase a lot of them (more then 2) within a 5 month period. It's risky and you're setting yourself and whoever trades for these UCs up for a freezing.
This is more to keep your accounts safe then call someone out on their illegit purchases.
