A good amount were apparently, but yes as the generations went by they started running out of said designs, the original designers mostly left during gen 1 and the remaining in gen 2, thus they hired more people to fill up the national dexes ┐('～`； )┌

There have been SO many improvements since the first gen games it's unbelievable. Clinging onto "muh precious nostalgia" and completely ignoring the game mechanic updates and additions is really silly :V
