Does decreasing the general wait increase the chances of buying stuff for the Autobuyer?

It means you have a somewhat better chance of refreshing right on the restock, which means you will buy stuff as soon as it appears, as opposed to buying it 2 seconds after it appears. By that time someone else will probably have bought it due to them getting a refresh closer to the restock.
