My haggle percent is set at 0.01 and it still gets rejected sometimes. Shopkeepers are stupid.

I buy from a few. I put the whole list in, then I see which ones barely restock, then I remove them and get left with a 10 or less shop list, sitting in each of em for 30 mins each.. been working not too bad for me.
