It's rude to ignore the person in front of you, not to use your phone if they are doing this. :|

Using a phone gives closed body language thus depending on the person, it gives off the impression that you don't want to interact with them regardless if there is or is not a conversation occurring.
I don't start conversations with people who are on their phones because I assume that they're busy/they're on their phone because it's something important.

We do that thing where everyone has to put their phones in the centre of the table and the first person to checks theirs has to buy dinner/drinks etc.
