Yes, but if you don't report it and you get a bad grade, they may try to blame you. The best thing you can do is still report her, at least so the department is aware that she isn't doing her job and they can counsel you on how to proceed or what efforts you can make to get a passing grade.

With the grades, our chem lab grade is worth 20% of the chem lecture grade and I do well in lab, so that's helping.
