do people ever get away with scamming items and sending them to different accounts? or does tnt track the item and freeze whoever has it?

If the owner reports the loss, then they get frozen. I don't think they can track specific items, but they can track account interactions (trades, auctions, gifts, etc.)

They can track item ID's. That's how they knew which accounts to freeze that had hacked duplicates (SuAP's MSPP, more cove items, WoDF, etc.).
