does anyone know whether royalgirl/royalboy paintbrush clothes can be worn by a neopet of the opposite gender to which it was originally intended?

Yes, you can wear boy cloths on girls and vice versa (and ANY paintbrush clothes for that species). I've done it with my RB kougra with RG clothes.
