Shouldn't this be in Neopet General Chat? It's hardly a debate.
As far as I know, the pet will run away if you abandon it. It doesn't get deleted I think, so the name is not usable again.

all good mate im sure a mod will move it. As for your question i can confirm that a lutari that is abandoned, keeps the name and it is therefore not createable again.

They just disappear, I'm pretty sure you can't use the name too, think they just run away.
