When they say banned, they mean that you dont use them, not that you cant.
and if you do use them
People generally running around saying "noob noob noob noob my rules says no multiheal or freeze, cant you read nub nub nub"

You're probably going to get blacklisted by all the lower league battlers

Freezers aren't banned but most people don't fight with them at that league (people will usually say beforehand if they want a freeze or no freeze fight).

However, multi-healers and stealers are almost always banned in low leagues.

Are there icon limits to these leagues too?

The system seems pretty weird to me tbh

I would think something like the Everlasting Crystal Apple is considered a multihealer.

There are no icon limits (meaning yes, you could come across someone with a SAP) but recently there was a 500k set cap tournament so I guess depending on the event, there may be certain rules that stop you from using your HT weapons.

Multi-healers would include Rod of Dark Nova, Rod of Supernova, Bracelet of Kings, Sword of Lameness, Everlasting Crystal Apple, and Ultranova (so good that it was banned across the board).

Freezing isn't banned but because people end up freezing on turn 1 anyway, they figure it's a waste of time and equip space so they just ask for no freeze battles.

In some cases, maybe. but if ECA was allowed in low leagues, everyone would use it because it's so good. Then every battle would be the exact same with whoever hitting with DDust first being the victor (in fact the lower leagues would be dominated by richer players with access to tornado rings and faerie sling shots).

Yes, they're constantly recruiting but whether or not they give good advice is an entirely different matter.
