I can't see it on the index only in the new content/new posts bit and if I click a link to get to it I get a 404

I've tried to get the admins to have a public ban list too because I think they can be useful but you know how slow they can be.

I believe he doesn't want the responsibility. Being an admin means dealing with the users complaints, and thats just stupid. Hes essentially an admin without needing to do tedious things. XD
