First, you have to worry about cookies. If you transfer an item from one account to another and if they have the same cookies TNT will see it. So remember you have always to delete your cookies.

The other problem is your IP address. Try to use proxies so that your IP isn't detected by TNT (use this guide) http://www.neocodex....ow-to-use-them/

I think the safest way to transfer will probably be by selling junk in your shop. Try to put exact numbers and numbers that are not too high. Don't forget to delete cookies and change your IP before and after the exchange, while you switch your accounts.

Use proxies? I really don't know, I allways put a trade and offer, and I never got frozen for that. I mean, luckily.

The amount of times that this question gets asked is ridiculous. Like onlyme said, remember to use the search function before asking your question. Most likely 9 times out of 10 it has been asked and answered many times :)

and why was this posted in the general debate section?

Well, so that he doesn't have to trouble himself and search around the forums, there are a couple of ways.

You could try to make 'gift' items and purchase ETS (easy to sell) items such as the baby paintbrush etc and then transfer that item over and then turn it into NP through your other account. You can take a higher risk and purchase highly priced items through your shops, though you will need to clear the sales history immediately so that TNT doesn't track you through that. Lastly, you could make friend specific auction lots and price ETS items slightly over the norm and transfer it that way.

There's always a risk of getting detected regardless what you try, and you just have to take that risk. There is no 'safest way'. Moderation is probably the only thing that you need to remember when you do all this.

There is absolutely no safe way to transfer neopoints between accounts.
It may slip by the radar for now. However, eventually everyone gets flagged and caught. (For extremely large sums of NP)

I have a couple of ways to transfer np

for np <200k,put junks to shop and buy it with other accounts
for np >600k,buying ETS (paint brushes ) and send them to the account you want at the weekend
for np>5mil, just use junk auction and bid it at the weekend

have never got frozen with such method ,hope this can give you a reference
