These filters can be turned off by someone over the age of 18.
18 is way too high. I think anyone old enough to experience an orgasm is old enough to watch porn. I wouldn't be comfortable having a 5-year-old kid watching it, but I don't see what's wrong giving a horny 14-year-old masturbatory material. Better that than having him accidentally knock up a girl.

Tbh, the vast majority of kids know more about computers than the adults so it won't take long until they find a way around it. I'm guessing just using a different DNS to the ISP default would solve it very easily.

Even if you make it impossible to access porn sites, there is a very easy way to get porn. Just ask somebody of other country to download it and sent id to you. As someone said already, kids today have an awesome knowledge about technology, and it will continue to be like that. They know how to contact people from outside their country.
