For what? Being on staff? Or ever being on staff?
On MT it was for having ever held a staff position. I don't know that we'd hold to that, given how many staff members we've dropped in less-than-amicable circumstances.

I think it is safe to say it could be for staff members who have contributed actual time to the forum.
Not going to name names but we've had mods last only a few weeks and resign or go MIA so long we demoted them.
I think if they haven't passed the "three month" probationary period yet the award can wait

The Koffing Badge is best pokemon badge (by default until we get more pokemon badges)

- Doesn't animate
- Is v. low res and displays blurry & badly on both skins?

The awards don't animate under the avatars/userbars. Its something to do with the mod. They only animate in the user's awards cabinet via their profile OR on the awards list.

My best guess is that the mod allows you to provide a size that award images are auto-scaled down to fit in the awards bar, and the loss of animation is due to this resize.
Realistically the mod should be smart and realise it's resizing an image to the size it already is, but I'm guessing it's just a minor bug.
I can help fix this if you want to take this to PM.
