Also when you put on a skin, is it permanent? Or can you take it off if you wanted to trade the dragon? And am I correct in assuming that offspring are based off genes and not skins?

Skins are like apparel, you can put them on and take them off. They also don't pass to offsprings although that would be nice ^^

I feel like rage quitting over the fact that I've been in the Coli all day on and off and collected only 2 sand dollars and not a single chest...

 

Well, "on and off" is your issue I'm just about done with my 11th stack of sand dollars.

But not like on for a minute and off for a few hours. I mean I've been at it all day.. I got my first two sand dollars like an hour ago and nothing before or since then.. 
I was never a fan of the coli which is why I was waiting for your AP to come out, so my dragons aren't very high levels and I can only go to the Training Fields to try for chests because they apparently don't drop in Woodland whatever and I lose too much in the Scorched Forest.

what level are your dragons? Get Scratch and Shred on all of them. As you level up, put your points into strength and it should get easier.

Lower level places only have one or two chests that drop this festival. Best place is the Forgotten Cave, this time.
