Uh..JN is a registered fansite so it should be allowed now. Unless you linked to the JN forums. I'd send in a ticket, because it seems like the mods don't know the rules anymore.

You can still join a team even if the cup begins, but in the last bracket of the cup (in the last 5 days IIRC) it's randomized.
