I don't know anything about IP/proxies, all I know is that people get more trouble with those things than with cheating.
If you're using a public IP, work with that in your favour. Contact Neopets via Facebook and tell them your college's IP is banned and you don't know why. You started college now, you're away from home and you want to restart playing Neopets again to remember good ol' times and to pass time.

I guess it depends on their mood lol
You should try it anyway, and if they don't answer you after 2-3 days, just send another PM. Insist until they give some sort of answer.
