This keeps happening since... two days, more or less *pokes image*
I use Chrome as main browser. I though it was "me"... my user account here, so I logged off and tried to see the forum as guest. Then the error happened again.
Is anyone having this problem?

Neopets general chat. But it has nothing to do with my user perks, because i tried to see .forums as guest, from an incognito window and the error showes up again.
It tends to repeat, it happened today too.

That would happen if you're using a proxy which has been previously assigned to a banned member and so the IP is banned.
