This should be called a Raffle Draw instead.  However, there are 2 problems. Firstly, by buying from your shop, neopets will be able to track the buyer by reading this thread so we are not safe in this draw. Secondly, there is no way we can determine how you choose the winning number. You can say it is a random pick but there is no witness to this and you have already known who pick what number now and may just give hi'm/her the prize. I would suggest before starting such draw, tell the admin what is the winning number. This will then be fair.

1. Use a sub account. Then it won't matter if it is frozen

2. Xeno is a trusted member of this community. I don't think he would risk friendships over pixel money. You can feel how you want to, but I trust hi'm completely.
