He does give out items but he also gives out NP, rumor has it if your very very lucky you might get 1mil np.

Everything is totally random now... It used to be a dubloon every 55 seconds of the minut

They DID forget about the Kings Lens. It is an awesome reflector that you can get from the Shrine, and sells for orughly 55mil.

Yes Coltzan always gave out items, 98% trash 2% good but the chances of getting something really good is really low
