Nope, you dont need it in a single account, but you may get ip-banned from neopets if you get caught. The ip change is to protect your ip, not only your accounts.

I'm asking Why is so high time, i think that to rs an UB it need to be like 3000ms to 4000ms, some of mine are 12000ms and the lowest is like 5300ms. It's because i'm not an advance member or my internet is to slow?

Probably just your connection if you haven't changed the settings.
