They're like currency, use them to buy/sell PSD files/resources/services etc, or buy things from the "Market".
You earn them by posting, from contests and similar things.

You can buy things like Username Changes, Change Other People's avatar, etc. At 10k points you can buy VIP Access, there's also a place where you can apply for VIP.
