Unconverted pets can be traded for on Neopets or purchased off sites such as this. There is no way to create UC pets any more, they are pets that used previous artwork prior to the introduction of the NC Mall when pets were drawn in standard poses so that they could wear clothes.

I've had about 6 UC pets during my time on Neo - my only legit one was a UC Grey Jubjub which I traded for a Draik before they deflated. I either bought my current UCs or traded one a paid for to get the one I wanted.

A plot would probably revitalize a few boards (avatar chat, battledome chat, help chat), but TNT probably won't take the time to make a good intricate plot. They've got their hands full making new NC items, after all. Other than that, I don't know what they could do to increase the amount of active users, other than a large advertising campaign.

The NC board is a fairly active board. Maybe if TNT focused on other areas, not just releasing NC items, the other boards would liven up as well. I rejoined premium as a trial earlier this year and couldn't believe how quiet the boards had gotten, it used to be a massive pulling point for me but other than Charter they were pretty much all dead.
