Hmmm. I've seen this before:
You could try clearing some disk space and your browser cache?
OR
Reinstall. The only answer you can't be wrong with. Make sure it's on a log-in that has full admin.

Maximum i just can get 1mb/s for download speed and 0.20mb/s for upload speed
