To start things off, how about some system specs.
Then when you start you pc does it beep if it does how many times.
Have you tried booting in safe mode?
Do you recive any error/s both when restarting or booting.
Do not use quick boot in the bios look though the boot diag and see if it give you any errors.
Some times after a computer has had new software loaded/installed it needs to boot muitply times make sure that you have allowed it to do so at least 15 times inoder to make sure.

If none of the following apply then do these in this order.
1. Run spin rite checks for hard drive problems; and fixes them if it can.
2. If 1 couldn't fix it then reinstall OS I suggest you not use windows’ formatting utility that comes with windows I would use some thing like wipe drive. You don’t have though it’s just personal preference.

Well if you need to have the information that quickly, simply remove one of the hard drives until you can purchase another cable. Assuming that you didn't incorrectly install the hard drives this should fix the problem, temporally. At very least this allows you to retrieve your information. That is, if you didn’t improperly install the hard drives. If, after removing one of the hard drives (remove the one without the data you need; leave the one with the data you need and make sure that the jumpers are set to master.) you still cannot access the data you may have corrupted the hard drives. At which point I suggest that you get a program called Spin Rite from http://www.grc.com/spinrite.html it will basically tell you if you have any corrupted sectors on your hard drive and fix them if it can; if how ever it says that it is corrupted then theirs not much any of us here can do in the allowed time frame.

I assume this is related to something like a thesis paper and you need it by your dead line, if it is I would like to point out that you should have had it stored in at least two places. I also suggest that you go and beg, pled, gravel, etc before your teacher explain the situation and hope to god that he / she understands; he / she may even help you get the data. Ask the college tech admin he / she should be of much help in this department. Out of curiosity how much experience do you have with computer hardware / software.

P.S. If at any point in this you thought that i thought you where dumb/slow I did not; I simply wanted to make sure you understood and thus spelled it out as simply as i could.
