My suggestion: raise the post amount needed to 25 and make posts in the introductions section not count towards your total post count. This way they'll at least contribute to something.

Possibly make it lagged? One post a day for five days -- so there is a bit more time commitment involved. I suspect most will simply do their five posts to grab what they want and disappear, but at least then they may have seen some of the community (which I think looks nice, btw ) and it won't feel so spammish.
If not, then I wouldn't disallow introduction posts - may as well keep the "spam" all in one place.

if you get into this comunity,you have to deal with older n higher members.
its hard to "prove" that you just want to be a part of this community(atleast if english isnt your mainlanguage)
spammer,get always a way into it,but the ppl who wanne be a part,have to deal with the spammers as well.i mean,there r not that many topics,where you could discuss stuff,few things under games,few here n there,but aslong as you r a beginner in scripting,and still trying to learn the basics for such "tools", is it hard to catch up with the "maincommunity"
90% of the useful tutorials explain alot,but give ppl some time,it wont make sense to raise the min-limit to 25 or something,if the ppl doesnt have that much to talk about.
simplesaid, a part of the community can be a programmer,who gets easy into it,or a user,who is thankful that you make that nice progs,and this one have to deal with the few treads.
my idea is,raise the limit montly. but not that much at all
example: 5 at start,able to DL
another 3 in the first 30 days (easy to reach,with a few bugreports,thanks postings n such,but the ppl shall prove,that they dont just leech the tools,they shall show that they also honor the hard work.)
and every following month,another 5 posts,is real not much,but to keep the account alive.
even without spamming,and it could raise the communication at all.

I think this could work out nicely. Maybe, if they can't get their posts in one day, they'll take the time to look around the community and want to become part of it.

Maybe we should implement some sort of application system, where once they've been here for x days and posted x times they have to apply and mods/smods/administrators or a seperate team designed for this approves their advancement to membership.
My thoughts exactly. 25 posts, or 15 or 20, and apply with Yes or No. Let Advanced Members and up vote.

will take too much time and too much work.. and members wont be waiting they will just quit...
If people dont want to be active, then they will never be active if by their own will... The site wants everyone who uses progs to come chat and be active like everyone else... thats never going to happen as hard as you make it..
Even if they are here a week and make 25 unspammy posts, how do you know that after they get aprooved that they will come back to codex? thats going to be hard to decide for the staff... and the members wont be so stupid trying to spam their way to being aprooved...
