Wouldn't say its a tool of monopoly capitalism but sensationalism. It's like any product. The more propoganda/insanity you feed, the more sales, especially in a mixed economy society where government (and god) are taught as plausible solutions that you can bitch at will for incompetence by overnourishment or malnourishment. Mass media has a layer of bullshit under the truth at any given time. Thats why I stick to C-Span.
