I think he means users should have the ability to ban other members (regardless of being a moderator or not) by paying a certain fee.. Obviously the higher the fee, the longer the ban.

Oh, my bad. I always count temporary banishments of any kind as "bans" in my head just 'cause I like making things simple.
Well that's not very fair to make someone banned from the boards for a few days because you don't like them, why not just send them something nasty or call their mothers name? Rofl.

I think that this would be an awesome idea, but I think if this is implented that there should be a limited amount of bans you can inflict per month, as not to overuse it.
