Because it's no longer released by Neopets I think? If I'm not wrong, they came from Scavenger Cave which doesn't seems to stock anymore

The Smuggler's Cove does stock. But when it does, it's only a few of one specific item, and it's usually a one-time-only kind of thing. Usually TNT announces it on the news page.
