I think the main problem is that sometimes laws use ambiguous terms which is open to intepretation. That's why lawyers can sometimes persuade judge to acquit someone who is widely believed to have committed crimes.

 

As for imposing morals on people, it really depends on specific laws. Some laws may be politicially motivated and hence may not be considering the interests of the people. As for laws prohibiting drugs, it has already started to shift from focusing on the harm these drugs have on people, not just health but also effects of addiction such as not being able to perform jobs normally, to cost and benefits analysis of the drugs to the whole economy for some countries. Most of the time, healthcare facilities will be strained and government will be less willing to use taxpayers' money (especially those who don't use drugs which still remains a majority) to keep the healthcare service running properly when laws could do it better.

Of course they are opinions... Just like your moral and ethical principles are opinions. They are opinions of what YOU think is right or wrong and you get a whole bunch of other idiots who agree with you to band together and make everyone else suffer on your opinion. :]
