I wanted to start up Neopets again, but the prices for things are beyond me these days. I don't have any old accounts, so I was wondering where exactly should I start?

Can I buy shells anywhere? Or.. what exactly can I do with a brand new, 1 day old account- that can't even get into the igloo?
